Purpose:

Waive the Contract Rules and let a 12 month contract on grounds of urgency in compliance with Contract Rule 6.3.2. A contract will be awarded to Falconry Services to deliver Gull and Pest Control services for 2020/2021.

Waive the Contract Rules and let a 12 month contract on grounds of urgency in compliance with Contract Rule 6.3.2. A contract will be awarded to Falconry Services to deliver Gull and Pest Control services for 2020/2021.

Reasons for the decision:

The outbreak of CO-vid 19 has impacted business as usual for the City Council and many contractors. Procurement of this contract could not be prioritised, but the work is essential because:

 

Pest Control- to reduce the likelihood of further public health issues for our communities. This may become more likely due to an increase in empty properties, especially restaurants and cafes, and if waste collections start to struggle.

 

Gull management- if we miss the start of the breeding season (March/April) we will be impacted by gulls later in the year.

 

Falconry services have been delivering this work over the past several years as a direct contact for pest control and as a sub-contractor for gull management. They have excellent knowledge of the city so no mobilisation support would be required.

Alternative options considered:

Do nothing. This would leave us open to significant risks as outlined above.
