Purpose:

To appoint SLC Rail to support Gloucester City Council in the delivery of the redevelopment of Gloucester Railway Station.

Reasons for the decision:

GFirst LEP has awarded Gloucester City Council £4.3m for the redevelopment of Gloucester Railway Station. Project delivery will be complex in that all work will be delivered by either GWR, Network Rail or Gloucestershire County Council as highways authority.

 

Gloucester City Council requires a skilled and experienced rail consultancy to project manage the scheme on our behalf and to provide intelligent client capability and capacity.

 

The budget for this work is £96,125 exclusive of recoverable VAT with all costs relating to this appointment being met by GFirst LEP grant.

 

The appointment is being made in accordance with the Direct Award procedure included in the Bloom Framework and therefore, no Waiver is required.

Alternative options considered:

  1. In house project management

            The City Council does not currently possess the capacity to project manage such a complex scheme given the competing priorities for officers time including Kings Quarter, Kings Square and The Fleece.

 

  1. GWR or NR project manage the scheme

            In order to secure the investment from GFirst LEP, the City Council are required to enter into a funding agreement with the LEP for the £4.3m. As a result, we are accountable for the delivery of the project and therefore, unable to pass this responsibility on to the 3rd party.
