Application for determination:-

 

Temporary use of Mariners Square and Victoria Dock for Christmas Markets and associated development. Proposal includes the erection of temporary buildings and plant. Permission sought for the Christmas and New Year periods 2017/18 and 2018/19 from 31st October to 15th January.

 

 

Minutes:

The Principal Planning Officer presented the report which detailed an application for the temporary use of Mariners Square and Victoria Dock for Christmas Markets and associated development. Proposal includes the erection of temporary buildings and plant. Permission sought for the Christmas and New Year periods 2017/18 and 2018/19 from 31st October to 15th January.

 

He drew Members’ attention to the late material which included an update on the weight to be given to the Joint Core Strategy and an amended Condition 8 to permit the use of an amplified sound system to provide background seasonal music during the trading hours of the market stalls set out in Condition 5.

 

Mr Chris Poole a local resident, addressed the Committee in opposition to the application.

 

Mr Simon Metcalfe, Planning Consultant for Gloucester Quays, addressed the Committee in support of the application.

 

Members were advised that the application was publicised through letters to residents, a site notice and a press notice.

 

The Principal Planning Officer confirmed that the Environmental Health Officer was satisfied with the proposed conditions, as amended. He understood that complaints had been received at a previous event regarding loud music from the Big Bus and the generators for the ice rink. Amplified sound would be controlled by condition in this application and no ice rink was proposed in this application.

 

Members expressed concern regarding access for residents and services, and called for a condition requiring the submission of a traffic management scheme prior to the commence of market stall trading.

 

RESOLVED that the Development Control Manager be authorised to grant planning permission subject to the conditions in the report with Condition 8 amended to read as set out below and an additional condition to require the submission and approval of a traffic management scheme prior to the commencement of market stall trading.

 

Amended Condition 8

No amplified sound system shall be used anywhere on the site except a) in association with the bandstand and b) to provide background seasonal music that shall be undertaken in accordance with the technical note received by the Local Planning Authority on 6th November 2017.  The amplified sound system for the bandstand shall not be used outside of the following hours: 1200 to 1830hrs Monday to Saturday, and 1200 to 1630hrs Sundays.  The amplified sound system for the background seasonal music shall not be used outside the trading hours of the market stalls set out in Condition 5.
