Gloucester Business Improvement District Proposal

To consider the report of the Cabinet Member for Regeneration and Economy providing an update on proposals for a Gloucester Business Improvement District (BID)

       (1)             Authority be delegated to the Head of Place in consultation with the Cabinet Member for Regeneration and Economy to make decisions in respect of the Council’s obligations under the Gloucester Business Improvement District legislative process.

 

       (2)             Proposals to veto a Gloucester Business Improvement District as set out in the report, under the Business Improvement Districts (England) Regulations 2004 not be undertaken by the City Council as ‘Billing Authority’.

 

Minutes:

Cabinet considered a report of the Cabinet Member for Regeneration and Economy which provided an update on proposals for a Gloucester Business Improvement District (BID, to seek agreement to delegate authority to make decisions in respect of the Council’s obligations under the BID, and to seek confirmation that the City Council as ‘Billing Authority’ will not veto the proposals under the Business Improvement Districts (England) Regulations 2014.

 

Members had been made aware of the proposed Gloucester BID that was a business-led and business funded programme to improve the City Centre, Docks and Quays.

 

The formal launch of Gloucester’s BID was held on Tuesday, 16 May 2017. 

 

The Leader of the Council commented that there had been strong support from the Council and he hoped for a successful ballot for the BID to be led by businesses.

 

The Cabinet Member for Housing and Planning fully supported the BID and hoped for a positive outcome from businesses.

 

The Cabinet Member for Communities and Neighbourhoods said she was disappointed she was unable to attend the launch. She believed the BID led by businesses was the best way forward for Gloucester.

 

RESOLVED:

 

1.    Authority be delegated to the Head of Place in consultation with the Cabinet Member for Regeneration and Economy to make decisions in respect of the Council’s obligations under the Gloucester Business Improvement District legislative process.
