15.

Any Member of the Council may ask the Leader of the Council or any Cabinet Member any question upon:

 

·            Any matter relating to the Council’s administration

·            Any matter relating to any report of the Cabinet appearing on the summons

·            A matter coming within their portfolio of responsibilities

 

Only one supplementary question is allowed per question.

 

Questions must be submitted to democratic.services@gloucester.gov.uk by 12 noon on Friday 8th July 2022. Responses to questions will be published in an addendum to the agenda by 12 noon on the day of the Cabinet Meeting.

Minutes:

In respect of question 1 Councillor Field asked whether the delay to the appointment of a Tree Officer had led to delays in the tree maintenance programme.  The Deputy Leader of the Council invited the Managing Director to respond.  The Managing Director stated that the Open Spaces Strategy Team Leader was covering this role as they had the qualifications to do so although he advised that these additional duties impacted their ability to do other things.

 

In respect of question 2 Councillor Field informed Members that he understood the Museum of Gloucester to have met Government Indemnity conditions when staged the Richard III Festival some years ago so that this ability had been lost since then.  He sought clarification on whether the issue frustrating confirmation of the matter was related to online or paper records.  The Cabinet Member for Culture and Leisure assured him that it was the former and that he would confirm the answer to question 2 as soon as possible.

 

In respect of question 3 Councillor Field advised that he believed the J.M.W. Turner paintings to have been bequeathed to the Museum of Gloucester after the death of the lender.  He enquired whether the Museum had inherited money from their sale.  The Cabinet Member for Culture and Leisure stated that the Council never owned them and that they had been sold by the family of the late lender.

 

In respect of question 5 Councillor Field asked whether Council Members would be informed of any potential disposals identified in the cataloguing process. The Cabinet Member for Culture and Leisure confirmed that the decisions will be taken by museum officers and that Members will be notified when objects are identified for disposal.  He commented that this exercise was usual practice within the museums profession.

 

In respect of question 6 Councillor Field enquired as to whether there were any plans to incorporate the civic silver into the collections of the Museum of Gloucester to improve its cataloguing and care.  The Cabinet Member for Culture and Leisure expressed a desire to see more of the silver on display in the North Warehouse where civic guests are received and hoped that this will be achieved after the renovation work has been completed at the museum.

 

In respect of question 7 Councillor Field reminded Members of the need to celebrate and commemorate Gloucester’s links to important historic figures.  He sought clarification of future plans for the Museum of Gloucester, especially for the permanent displays.  The Cabinet Member for Culture and Leisure commented that his aim was to bring as much out as possible to draw in more people and make them proud of the City’s rich history.

To consider the report of the Leader of the Council advising Members of the funding allocated to Gloucester within the UK Shared Prosperity Fund and seeking them to review the Investment Plan priorities.

 

Decision:

RESOLVED that:

 

(1)       the work underway to prepare the UKSPF Investment Plan and the interventions identified are noted;

 

(2)       authority is delegated to the Leader in consultation with the Chief Executive and the Director of Policy and Resources to finalise and submit the Investment Plan to Government.

 

Minutes:

Cabinet considered the report of the Leader of the Council that advised Members of the funding allocated to Gloucester within the UK Shared Prosperity Fund (UKSPF) and sought them to review the Investment Plan priorities.

 

The Deputy Leader of the Council summarised the report.  She outlined the aims of the Fund (3.4) and the 3 investment priorities (3.5) for the £1.486 million allocated to Gloucester over 3 years.  The Cabinet Member for Culture and Leisure commented on the effectiveness of the Kingsway and Quedgeley Men’s Shed in promoting wellbeing.  He asked if they might represent a suitable candidate for investment.  The Head of Place drew Members’ attention to the very wide range of proposed interventions proposed (4.3-6) and suggested that the Men’s Shed submit an expression of interest.  The Cabinet Member for Planning and Housing Strategy commented that the proposed funding would make a very real positive difference to residents and allow groups and individuals to thrive.

 

The Cabinet Member for Communities and Neighbourhoods noted the benefit that improvements to the Rose Garden in Matson would bring given its visibility as a gateway to the area.  He enquired whether this might make a suitable use of funds.  The Head of Place pointed to the proposed interventions relating to improvement of green spaces (4.4).  The Cabinet Member for Communities and Neighbourhoods referred to the `supporting local business’ priority (3.5) and sought clarification on its application to encouraging entrepreneurial spirit at a time when people are seeking ways to support themselves in challenging circumstances.  The Head of Place confirmed that the delivery of funds would reflect the bids made by community groups and that they should be encouraged to apply.

 

RESOLVED that:

 

(1)       the work underway to prepare the UKSPF Investment Plan and the interventions identified are noted;

 

(2)       authority is delegated to the Leader in consultation with the Chief Executive and the Director of Policy and Resources to finalise and submit the Investment Plan to Government.

 

17.

Adoption of a Local List of Heritage Assets for Gloucester pdf icon PDF 134 KB

To consider the report of the Leader of the Council seeking adoption of a Local List as a proactive means of giving visibility to locally important heritage and community assets and to support the Council’s Planning officers in making informed decisions in relation to development proposals.

(2)       authority is delegated to the Head of Place, in consultation with the Leader of the Council, to revise the list on an annual basis and;

 

(3)        authority is delegated to the Head of Place, in consultation with the Leader of the Council to make in year additions and deletions.

 

 

Minutes:

Cabinet considered the report of the Leader of the Council that sought adoption of a Local List as a proactive means of giving visibility to locally important heritage and community assets and to support the Council’s Planning officers in making informed decisions in relation to development proposals.

 

The Deputy Leader of the Council highlighted the key features of the report.  The Cabinet Member for Culture and Leisure commented that the draft Local List (Appendix 2) gave a good impression of the character of the whole City and would be a great tool to preserve its history.  He urged that the officers responsible be commended.  The Cabinet Member for Planning and Housing Strategy enquired whether the public consultation (3.9) had included schools to engage young people.  The Head of Place reassured Members that the emerging list would continue to be open to comment and that although he believed the initial consultation had not been sent to schools, any future consultation exercises might well be.

 

The Cabinet Member for Communities and Neighbourhoods asked if buildings or sites that appear on the List would be distinguished for visitors as being special.  The Head of Place advised that although there would not be a physical marker their locally listed status would be visible online and that there are plans to promote them ward by ward to spread the word.  The Cabinet Member for Culture and Leisure noted that the Local List will inform the Civic Trust in deciding on the allocation and wording of their blue plaque scheme.  The Head of Place reminded Members that the Civic Trust continued to be involved in developing the Local List.

 

RESOLVED that:

 

(1)       the proposed Local List of heritage assets at Appendix 2 of the report is formally adopted;

 

(2)       authority is delegated to the Head of Place, in consultation with the Leader of the Council, to revise the list on an annual basis and;
