Reason for urgency:
The special circumstances for non-compliance with Access to Information Rule 13 and Part 3, paragraph 9 of the Local Authorities (Executive Arrangements) (Meetings and Access To Information) (England) Regulations 2012 (that a Key Decision may not be taken unless a document containing information specified by the Regulations been published at least 28 clear days prior to the meeting at which the decision will be taken were that the invitation to tender and the procedure prescribed a formal appointment by 12th December 2017 in order to achieve a planning application no later than 30th June 2018. This is now designated as a key decision and thus must go to Cabinet on 6th December for a decision to appoint the successful consultants.
