Purpose:

The contract for the choice based lettings system is expiring on the 6th April 2023, and the Homeseekers Partnership has agreed to carry out a procurement for a new system which is now complete. Forest of Dean District Council are the Lead Authority and carried out the procurement on behalf of the Homeseekers Partnership.

Reasons for the decision:

Homeseekerplus is a partnership of 7 councils, Tewkesbury, Gloucester, Stroud, Forest of Dean, Cheltenham, Cotswold and West Oxfordshire. This partnership was formed in 2016 superseding the original Gloucestershire Homeseeker partnership which was formed in 2009.

 

The contract for the choice based lettings system is expiring 6th April 2023 and the partnership has now carried out a procurement for a new system. Forest of Dean District Council are the Lead Authority and have completed the procurement. Following this procurement these recommendations have been made:

 

Locata is awarded the contract for choice based lettings system (HomeseekerPlus) for a period of 3 years with the option for the Partnership to extend the contract for a further 12 months in sum of  £234,990.00

 

This is for Renewal of existing CBL & HPA2 Allocations & Homelessness Systems. This will include additional one-off costs which will be coming out of existing HomeseekerPlus budget held by the FOD.

 

The cost to Gloucester City Council Per Annum for the contract is £11,165.00

Alternative options considered:

The partnership agreed to procure again through G-Cloud dynamic purchasing system via Governments Crown Commercial service.  

A specification was submitted into the G-Cloud suppliers listed and specification matched 3 suppliers.

3 compliant tenders/quotes were received, of which 2 were rejected for the following reasons:

Financially unviable

Not fully meeting specification requirements
