Reasons for the decision:

Best value in meeting our quality criteria. Within budget.

 

Alternative options considered:

Recruit a cinema programmer on 2 days per week to the staff team. This option was rejected on the basis that the costs would be greater for a similar service when compared to that provided by the ICO.
