The Chair declared a prejudicial interest in Agenda Item 8, 100 Eastern Avenue Gloucester (19/00750/FUL) as he was the applicant. He left the meeting and did not participate in any aspect of this application.

Application for determination:-

 

Demolition of disused pub and ancillary buildings at 5 - 7 Park Road, redevelopment consisting of 23 residential flats with associated communal circulation and storage space, external hard and soft landscaping, new vehicle access from Park Road and private off-street car parking court.

The Principal Planning Officer presented the report detailing an application for the Demolition of a disused pub and ancillary buildings at 5-7 Park Road. The application proposed a redevelopment consisting of 23 residential flats with associated communal circulation and storage space, external hard and soft landscaping, new vehicle access from Park Road and private off-street car parking court.

 

The Principal Planning Officer responded to members questions as follows:

 

-         In relation to being able to gain access from the top floor front windows onto the roof area, the Building Regulations may stipulate certain requirements that would need to be considered.

-         A further condition for the applicant to provide further details about the safety of access onto the roof space from top floor windows, in the context of Building Regulations requirements, could be proposed.

 

The Chair moved, and the Vice-Chair seconded the officer’s recommendation with a further condition as above:

 

RESOLVED that: -

 

authority be delegated to the City Growth and Delivery Manager to GRANT planning permission subject to the conditions listed in the Committee Report and;

 

an agreed Habitats Regulations Assessment Appropriate Assessment concluding that the proposal would not adversely affect the integrity of the European sites at the Cotswold Beechwoods and Severn Estuary (and any mitigation measures necessary to achieve this being secured; to be agreed by the City Growth and Delivery Manager)

 

and

 

the completion of a Section 106 agreement to provide the affordable housing requirements set out at paragraph 6.73 of the Committee Report and any further mitigation measures necessary in respect of the HRA Appropriate Assessment.

 

and

 

a further condition requiring the applicant to provide further details for approval about the safety of access onto the roof space from top floor windows, in the context of Building Regulations requirements.

RESOLVED that: -  Planning permission was deferred until the next planning meeting on the 3rd December 2019. This would allow full consideration of the latest responses from Natural England and the County Highways Authority.

Proposed erection of a Boundary Wall.

The Senior Planning Officer presented the report detailing an application for an erection of a Boundary Wall.

 

Councillor Howard Hyman, the Councillor for Elmbridge, addressed the meeting in support of the application.

 

Julian Priest, the applicant for the boundary wall, addressed the meeting in support of the application.

 

The Senior Planning Officer responded to members’ questions as follows:

 

 

-        Other walls had been constructed in the area without planning permission.

-        The Planning team became aware of other walls built without consent in the area since receiving Mr Priest’s application.

-        The overall height of the wall at a prominent corner would be over dominant and therefore harmful to the appearance of the area.

-        The new wall proposed would be higher than the wall next door.

 

The Chair moved, and the Vice-Chair seconded the officer’s recommendation.

 

RESOLVED that: - Planning Permission be refused.

Application for determination:-

 

 

Demolition of the existing garage and erection of a part two storey and part single storey dwelling attached to the side of the existing dwelling and the alteration and extension of single storey rear extension on the existing dwelling.

Councillor Taylor, Chair of the Committee, having a prejudicial interest in

application as the applicant withdrew from the meeting. The Vice-

Chair chaired the item.

 

The Senior Planning Officer presented the report detailing the application for the Demolition of an existing garage and erection of a part two storey and part single storey dwelling attached to the side of the existing dwelling and the alteration and extension of single storey rear extension on the existing dwelling.

 

The Senior Planning Officer responded to members’ questions as follows:

 

Construction management would deal with any issues concerning footpath accessibility.

 

The Vice Chair moved, and Councillor Lugg seconded the officer’s recommendation.

 

 

RESOLVED that: -

 

Authority be delegated to the City Growth and Delivery Manager to grant planning permission subject to the conditions, except condition 6, as set out in the officer report and:

The receipt of a noise assessment and provision for any consequential conditions, required by the Environmental Health Officer, to ensure acceptable living conditions for the occupiers of the proposed dwelling.
