Minutes:

The Vice Chair declared a personal interest in Agenda Item 4, Plot J Kingsway Gate Newhaven Road, Quedgeley, Gloucester. He left the meeting and took no part in the consideration of this application.

The Principal Planning Officer presented the report detailing an application in Kingsway for the development of a class A1 (Retail) food store along with associated, access, parking, landscaping, engineering and ancillary works. The decision was previously deferred on the 3rd September 2019 to allow for full consideration of a late representation received on the 2nd of September 2019.

 

Richard Cook, Kingsway Conservative Cabinet Member for Environment, addressed the meeting in support of the application.

 

Osian Roberts, an agent for DPP, addressed the meeting in support of the application.

 

The Chair moved, and the Vice-Chair seconded the Officer’s recommendation.

 

RESOLVED that: - planning permission be granted with amendment on Condition 10.

Temporary use of land at Orchard Square Llanthony Road, High Orchard Street, Merchants Road, Victoria Dock and Mariners Square for the siting of an Ice Rink, Christmas Market, for the Christmas and New Year periods 2019/2020 to 2023/24 from 28 October until 18 January.

The Planning Officer presented the report for the application for the temporary use of land at Orchard Square Llanthony Road, High Orchard Street, Merchants Road, Victoria Dock and Mariners Square for the siting of an Ice Rink, Christmas Market, for the Christmas and New Year periods 2019/2020 to 2023/24 from 28 October until 18 January.

 

Simon Metcalf, an agent for WYG, addressed the meeting in support of the application.

 

 

The Planning Officer responded to Members’ questions as follows:

 

-          Each year there is a requirement to submit a proposed layout; this ensures that it does not interfere with other stalls, attractions or food outlets. A five-year period allows scope to revisit the plan if that becomes necessary.

-          There was not a specific proposal as to how to mitigate the risk of having large numbers of people visiting the Docks. The Gloucester Quays Events Team had run the operation of the Christmas Market for three years without incident.

-          The issue of Health and Safety for the Ice Rink would not be brought to the Planning Committee’s attention unless there was a significant risk. The operators are responsible for mitigating how many users are allowed on the Ice Rink at any one time

 

Members noted that it was up to the operators to protect health and safety and that it was not an issue for the Planning Committee

 

The Chair moved, and the Vice-Chair seconded the Officer’s recommendation.

 

RESOLVED that: - Planning permission be granted with amendment on Condition 9.

Application for determination:

 

Removal of the existing 20m lattice tower and replacement with a 25m lattice tower with 12 apertures, 1 x 0.3m dish antenna, associated equipment, 4 cabinets all within the existing compound, surrounded by a 1.8m high palisade fence.
