Cheltenham Plan (Part 1) Preferred Options Consultation pdf icon PDF 182 KB

To consider the report of the Cabinet Member for Housing and Planning which provides Members with an update on progress with regard to the Cheltenham Plan and agree the Council’s response to the most recent public consultation on the Part 1 ‘preferred options’.

The Interim Planning Policy and Heritage Manager introduced his report which invited the Sub-Committee to agree the Council’s response to the most recent public consultation on the Cheltenham Plan (Part 1) Preferred Options Consultation.

 

He outlined the draft response attached as Appendix 1 to the report and explained that the response expressed support for making further progress in taking the Cheltenham Plan forward but expressed concerns regarding the splitting and examining the Plan in two parts. The response also made a request to better understand the additional evidence base that Cheltenham Borough Council intended to inform the next stages of preparation of the Plan.

 

RESOLVED that the draft response to the Cheltenham Plan (Part 1) Preferred Options as detailed in Appendix 1 of the report be agreed and submitted to Cheltenham Borough Council.

Ensdorsement of SALA site assessment reports for the following sites: EA09, ED044, FS10, HA21, SUB09, SUB38. pdf icon PDF 156 KB

The Historic Environment Officer presented her report which invited the sub-Committee to endorse historic environment assessment reports for the following sites:-

EA09              Cedar House, Spa Road

ED044            67-69 London Road

FS10              104 Northgate Street

HA21              Land between Canal and Bristol Road

SUB09           Land at the Wheatridge

SUB38           Land at Griggs Timber, Bristol Road

 

            She explained that the assessments would form part of the Strategic Assessment of Land Availability (SALA) which formed part of the evidence base for the preparation of the Gloucester City Plan.          

 

            Councillor Dee noted that in the past, archaeologists had tended to investigate sites then cover them up creating a huge backlog of archaeology.

 

            The Historic Environment Officer stated that the assessments indicated where further investigations would be required to be undertaken by any future applicant. They also included mitigation measures where required.

 

            The Chair was advised that, subject to the mitigation recommended in the assessment, all of the Wheatridge site could be developed.

 

            Councillor Lugg noted that the appeal relating to the Tram Shed at Brunswick Square had been dismissed. The Chair noted that Officers had not been concerned at the loss of the Tram Shed at Planning Committee.

 

            He asked how the sites had been chosen for Historic Environment Assessment. He was advised that they had been selected from the SALA by the City Archaeologist and the Principal Conservation Officer.

 

            RESOLVED that the following Historic Environment Assessments be endorsed:-
