To consider the report of the Chair of the Independent Remuneration Panel concerning the review of Members’ Allowances 2017.

77.1    Mr Peter Jones, Chair of the Independent Remuneration Panel presented his report which detailed the panel’s recommendations with regard to the Council’s Members’ Allowances Scheme.

77.2    On behalf of the Panel, he thanked the Democratic and Electoral Services Manager, Tanya Davies for her help and stated that she was an excellent ambassador for Gloucester City Council.

77.3    Councillor James, Leader of the Council, thanked Mr Jones and the Panel members for their work. He referred to the addendum to the agenda and moved the recommendation of the General Purposes Committee contained therein.

77.7    Councillor Watkins, Deputy Leader of the Council, seconded the motion.

77.8    Councillor Haigh asked why different amounts had been recommended for dependent care and child care allowances.

77.9    Councillor James believed that it was a continuation of the existing scheme.

77.10  RESOLVED that

1)    A Special Responsibility Allowance of 0.3 x the Basic Allowance be introduced for the Chair of the General Purposes Committee with effect from 1^st April 2017;

2)    The Council’s Green Travel Policy be offered to Members on an optional basis and the effectiveness of the policy be reviewed after twelve months of operation;

3)    The Scheme of Members’ Allowances set out in Appendix 1 of the report be approved for 2017-18 subject to the amendment at (2) above.
