Gloucester Youth Grants 2012/13

Recommendations to the Executive Member were been based on groups meeting the eligibility criteria of the fund and also strongly meeting at least one of the following aims:

 

  1. Opportunities for young people to participate in youth work activities in youth groups, clubs and projects. 

 

  1. Opportunities for young people to take part in sport and leisure activities. 

 

  1. Opportunities for young people to take part in art, creative and cultural activities. 

 

Initially, two Officers undertook assessments using a scoring basis to shortlist the applications. The scores were averaged, and processed forward to two Youth Panels. Involving young people was a stipulation of the grant award process as laid out in the terms by Gloucestershire County Council.

 

The Youth Panel consisted of three City Council Apprentices, a young employee in the first youth panel and in the second panel members of G15 and other young students. G15 is a collaboration of representatives from across all the secondary schools in Gloucester. The Youth Panel were given anonymous information relating to each of the applications and asked if the project was one which they would fund and if yes, to what cost.   

 

Groups whose applications had generated queries through either initial assessment or at Youth Panel were discussed within a panel meeting comprising of Martin Shields (Corporate Director for Services and Neighbourhoods) and Cllr Kathy William (Cabinet Member for Services and Neighbourhoods), along with two young people and the officers who undertook the initial assessments.

 

This provided the opportunity for those making the decisions to more clearly understand the projects being applied for and ask further questions.  Decisions were therefore based on the initial assessment against the criteria made by officers and on further discussions about groups where queries arose.
