Acceptance of Participation with Environment Agency in relation to Flood Risk Management Plans (FRMPs)

Purpose:

As part of the Flood Risk Regulations (FRR) the EA and Gloucestershire County Council as Lead Local Flood Authority (LLFA) have a statutory obligation to prepare Flood Risk Management Plans (FRMPs) for Flood Risk Areas (FRA). Gloucester City Council (GCiC) has been consulted and identified a number of potential actions or projects it will lead on within this public document that covers the current cycle from 2021 to 2027.

Approval is required by the Director to approve measures which GCiC are leading so they can be published in the FRMP. GCiC agree to be named as responsible partner as appropriate in other measures in the final FRMP publication.

Reasons for the decision:

To agree to meet the statutory obligation under the FRR that requires the EA and LLFA to prepare FRMPs for Flood Risk Areas (FRAs); these are produced on a six-year cycle.  Gloucester has been identified as an FRA by the EA meaning that the risk of flooding from rivers and the sea is significant nationally for people, the economy, or the environment (including cultural heritage).

 

Gloucester City Council (GCiC) have be consulted and contributed to identifying a number of potential measures within this public document that covers the second cycle from 2021 to 2027.  

 

GCiC acknowledge that the Council are under no legal or financial obligation to carry out identified measures but acknowledge the risk of not doing so.  Completion of all measures is subject to appropriate funding and resources.
