Purpose:

To enter into a funding agreement with Great Western Railway (GWR) for the purpose of redeveloping the Gloucester Railway Station in line with the Cabinet Reports of June 2017, February 2019 and the decision of the Leader of the Council of December 2020. This agreement ‘passports’ funds from Gloucestershire County Council to Great Western Railway.

Decision:

To enter into a funding agreement with Great Western Railway (GWR) for the purpose of redeveloping the Gloucester Railway Station in line with the Cabinet Reports of June 2017, February 2019 and the decision of the Leader of the Council of December 2020. This agreement ‘passports’ funds from Gloucestershire County Council to Great Western Railway.

Reasons for the decision:

Since 2017 the Council has been pursing funding options for capital upgrade works at the Gloucester Railway Station, namely carpark and forecourt improvements and underpass improvements. Funds have been secured for this work and this decision will enable planned works to take place. Some of this work has already taken place (car park and access improvements).

 

The funds being used are not the funds of this authority. Rather, they are funds held by Gloucestershire County Council which will be ‘passported’ to Great Western Railway through Gloucester City Council. There are minor risks arising (namely that the works are not complete and the council is unable to draw funds from the County Council, but still liable to pay Great Western railway) however this risk is mitigated by:

-       Appropriate Contractual Arrangements

-       Ongoing project management/oversight role for the City Council

Alternative options considered:

Not fund the project – considered but rejected because the aims of the Council would not be achieved.
